Slovenian Guidance on VAT and Employment Rules for Ride Platforms

Hi guys, I'm not sure if anyone here can help me, but maybe I'll get really lucky and find someone here who has something to do with ride platforms in Slovenia. I need your more detailed explanation regarding the recommendations of the Slovenian Ministry of Finance on VAT and employment rules. I've only found very difficult to understand documents on the internet and I can't figure it out.
And why do you need this information? I have been an entrepreneur for a very long time and am quite successful, and for some reason more and more people want to enter the Slovenian market with their ideas. I once had one of the ideas to create a digital ride platform and make it my completely passive income. We wanted to set the prices for the tariffs ourselves, also select the drivers, but it was not supposed to be their direct employment, but it was supposed to be an active platform. But unfortunately, according to Slovenian legislation, such platforms must deduct full VAT from the cost of each trip, so when calculating this business model, we realized that it was better not to implement this idea.
